New NYC Law Requires Notice of Rent Stabilized Units in Building

New York City property owners with rent stabilized apartments are subject to a recently enacted local law that introduces a new posting requirement in their buildings.

The City Council unanimously passed the Rent Transparency Act, which mandates that owners of buildings containing at least one rent stabilized unit must display a notice near the main building entrance. This notice must inform tenants and visitors that the building includes units subject to the Rent Stabilization Law of 1969.


While the Department of Housing Preservation and Development (HPD) is tasked with issuing the official form of the notice, the law specifies certain required content. At a minimum, the notice must include the following language:


This building contains one or more units that are subject to the Rent Stabilization Law of 1969. To find out if your unit is registered as rent stabilized, contact the New York State Division of Housing and Community Renewal (DHCR). Owners of such buildings must submit an annual filing to DHCR and provide each tenant with a copy of the information that pertains to their unit. Owners that fail to file may be subject to penalties.


The notice must also include DHCR’s contact information—both phone number and website—and must be posted in English and Spanish, along with the website where the notice in other languages may be accessed.


This new posting requirement is in addition to existing obligations under the Rent Stabilization Code, such as the delivery of DHCR’s standard lease rider with each vacancy and renewal lease for rent stabilized units.


The Rent Transparency Act is expected to take effect on December 24, 2025.
